Image to PDF Converter
Combine photos, scans and screenshots into a single PDF, in the order you choose. Everything happens in this browser tab, so nothing is uploaded.
Combine images into a PDF
Drag images here, or choose them
JPEG, PNG, WebP, GIF, BMP or AVIF — up to 30 images, each up to 25.00 MB.
Your images are turned into a PDF in this browser tab. Nothing is uploaded.
How to use it
- Drag your images onto the box above, or choose them. You can add more afterwards.
- Put them in order with the arrows. The number beside each image is the page it becomes.
- Choose the page size and margin, and whether the images are stored as JPEG or PNG.
- Select Make a PDF, then download it.
Why this runs in your browser
Think about what people actually turn into PDFs: a photograph of a passport for a visa application, bank statements for a loan, a degree certificate for a job, a signed contract, a medical report. Uploading those to a free website means handing a complete identity dossier to a company you have never heard of, which may keep the files, may be breached, and in many cases reserves the right in its terms to do more or less whatever it likes with them.
Celveri builds the document inside the page you are reading. Your images are read from your own disk by your own browser, drawn to a canvas, and written into a PDF that never leaves the tab. There is no server-side component to this tool at all — you can open your browser’s network tools and watch nothing go out.
Controlling the file size
Most people arrive here because a form will not accept what they have. The limits are real and often low: 1 MB, 2 MB, sometimes 500 KB for the whole document. Three things decide how big the PDF comes out, in order of how much they matter:
- JPEG quality. The fastest lever. 70–80% is usually indistinguishable on a scanned document and can halve the file.
- The size of the images going in. A modern phone photo is 12 megapixels or more. An A4 page scanned at a perfectly readable 150 DPI is about 2 megapixels. Resizing first often does more than any other change.
- JPEG versus PNG. PNG stores every pixel exactly and, for photographs, can be five to ten times larger. Use it for screenshots and diagrams, not for scans.
What this tool does and does not do
- One image per page, in the order shown in the list.
- Rotation is handled. EXIF orientation is applied before the page is drawn, so phone photos are the right way up.
- Images are scaled to fit the page and centred, keeping their proportions. Nothing is cropped. An image with fewer pixels than the page is enlarged, and the result tells you which pages that happened to.
- Transparency is flattened onto white when images are stored as JPEG, because JPEG cannot hold an alpha channel. Choose PNG to keep it.
- The text is not searchable. Each page is a picture; there is no OCR.
- Limits. Up to 30 images, each up to 25.00 MB, because the whole document is built in your browser’s memory.
Going the other way
To pull images back out of a PDF, the PDF to Image Converter renders each page as a JPG or PNG. If your images need work before they go into a document, the Image Compressor, Image Resizer and Image Cropper all run in the same browser-only way.
Common questions
- Are my images uploaded anywhere?
- No. The PDF is assembled by your own browser and the download comes from the copy made in the tab. Celveri has no upload endpoint and no database. This matters here more than almost anywhere else on the site: the single most common reason to make a PDF out of photographs is to send identity documents, bank statements or certificates to a portal, and those are exactly the files you would rather not hand to a stranger on the way.
- How do I get the PDF under an upload limit?
- Lower the JPEG quality setting. It is the single biggest lever: going from 95% to 70% often halves the file and is still perfectly readable for a scanned document. If that is not enough, the images themselves are probably far larger than they need to be — a 12-megapixel phone photo of an A4 sheet has several times the detail anyone needs. Shrink them first with the Image Resizer, then come back here. Choosing PNG will always make the file bigger, often by a lot.
- Why are my photos sideways in other converters but not here?
- Because a phone does not usually rotate the pixels when you turn it; it writes the picture the same way up every time and adds an EXIF orientation tag saying which way round it should be shown. Tools that copy the original file straight into the PDF ignore that tag, and your document arrives on its side. Celveri reads each image through the browser’s decoder with that tag applied, so the rotation is baked into the pixels before the page is made.
- Why is my image re-encoded instead of copied in as-is?
- For the rotation reason above. A PDF can carry a JPEG untouched, which would be lossless and often smaller — but only if the file needs no rotation, and most camera photos do. Rather than silently getting it right for some files and wrong for others, every image goes through the same path and you get a quality control instead. For a scan at 90% or above, the difference is not visible.
- Which page size should I pick?
- A4 for anything going to an office, a university or a government portal outside North America, and US Letter inside it — those are what printers and forms expect. Pick Match each image when the PDF is only going to be looked at on screen and you want no borders at all: each page becomes exactly its picture, with nothing added.
- Can I reorder the pages?
- Yes. Each image has arrows to move it earlier or later, and the number beside it is the page it will become. The order is whatever you see in the list when you press the button, not the order you happened to select the files in.
- Can it make the text searchable?
- No, and no browser-based tool can honestly claim otherwise. Each page is a picture of your image, so the words in it are pixels — you cannot select, search or copy them. Getting real text out of a photograph needs optical character recognition, which is a different job entirely.
- Why only 30 images at a time?
- Because every page is decoded and held in your tab’s memory while the document is built, with no server to offload it to. 30 is a number we can hold to without the tab dying halfway through and losing the lot. For something longer, build it in parts and join them in a PDF reader.
Common tasks
Convert JPG to PDF
Photographs of documents are almost always JPG, and almost every portal that accepts them wants a single PDF. This opens set up for exactly that.
Convert PNG to PDF
PNG is what screenshots and exported diagrams come out as, and re-compressing them smudges the text. This opens with lossless storage already chosen.
